WHY DO I NEED TO COMPLETE A DOGGING AND BASIC RIGGING COMBINED COURSE?

CPCCLDG3001A – Licence to perform dogging and CPCCLRG3001A – Licence to perform rigging basic level are operations of two different sets of tasks and techniques classed as high risk work. Both of these sets of activities are explained below and an explanation of how CERT combines them so you can effectively complete two training courses in one.

 

Dogging is, for the purpose of licensing, defined as applying slinging techniques, including selecting and/or inspecting lifting gear and/or directing the crane operator when the load is in and out of direct view. Dogging is a prerequisite for Basic Rigging

 

Rigging is completed in three different stages. Basic, intermediate and advanced. Each level is a prerequisite for the next. In this course, you will complete the basic rigging training.

 

Completion of the basic rigging unit allows you to perform work associated with the movement of plant and equipment, steel erections, hoists (including mast climbing hoists), placement of pre-cast concrete (also known as tilt panels), safety nets and static lines, perimeter safety screens and shutters and cantilevered crane loading platforms.

 

Part of the course involves a theory and practical assessment. These assessments will be administered by a Registered Worksafe Assessor. If you are deemed competent, you will be required to complete a Worksafe Application for a Licence to Perform High Risk Work. More detail regarding a High Risk Work Licence can be found in the next section of this article

 

WHAT IS A HIGH RISK WORK LICENCE?

A High Risk Work Licence is a photographic licence issued to an individual that has undertaken training and assessment in specific tasks and has been deemed as competent by a Worksafe Assessor. The licence is valid for 5 years and is issued directly though Worksafe WA.

 

Both dogging (DG) and basic rigging (RB) are classed as high risk work activities and therefore, require licensing through the relevant State based governing body. In WA, Worksafe is part of the Government of Western Australia operating within the Department of Mines, Industry Regulation and Safety.

 

Worksafe WA require an individual to have a current High Risk Work Licence (HRWL) in each class of work that they are completing. Dogging and basic rigging are classed as two different tasks. However successful completion of this combined course only requires that you apply for one High Risk Work Licence, inclusive of both classes (DG and RB).

 

CERT Training takes care of the Worksafe application process for you. If you are deemed competent in both assessments, you will be required to complete two Worksafe Application for a Licence to Perform High Risk Work, one for each class. You will need to provide 2 passport size photographs and two forms of valid photographic identification. The Worksafe Registered Assessor will complete a Notice of Assessment and once CERT administration have processed your assessments and printed your Statement of Attainment, we will submit the application to Worksafe on your behalf.

 

CERT have 60 days to submit these applications but they are usually taken to Worksafe once a month. Once submitted to Worksafe, the licence will be posted directly to your address.

 

Worksafe application fees are dependent on the type of licence you are applying for. There are four different options to choose from when completing the Worksafe Application.

Applying for a new Western Australian High Risk Work Licence (includes adding classes issued in another state) costs $100.
Adding a new class (including existing interstate licence) to an existing Western Australian Licence costs $78.50.
Application for a lost, stolen or damaged card is $66.00.
If you already hold a High Risk Work Licence and it is about to expire, you can choose to renew this online and the fee is $53.00.

Nationally, CERT employs in excess of thirty-five trainers and assessors with either a safety or rail background and in most cases both. All CERT high risk work trainers are Registered Worksafe Assesors with many years of industry experience and Vocational and Educational Training experience.

This combined course will take place over a 7-day period in which you will complete a number of practical learning activities and theory and practical assessments. This is explained in more detail in the section below “How am I assessed?”

 

If a company has several staff that require a dogging and basic rigging course, CERT has the ability to deliver this training at your premises, anywhere in Western Australia, providing it meet Worksafe criteria including having the adequate equipment and gear to complete all of the tasks and techniques required. HOW AM I ASSESSED?

There are no pre-requisites for a dogging course, however, dogging is a prerequisite for basic rigging. This is why we are able to offer this service as a combined course. A medical is not required to sit the course. CERT requires all participants to be 18 years or older and free from the effects of alcohol and/or illegal substances or any medication that may affect your ability to undertake tasks in a high risk work environment.

 

Learning is classroom based and delivered in English through a theory component entailing multiple choice and written answer questions and a practical component which is conducted as a one-on-one activity, in which you demonstrate the tasks associated with working as a dogman or rigger, that you have learnt throughout the training.

 

Prior to the commencement of training, all students are required to complete a Language, Literacy and Numeracy (LL&N) assessment. This assessment process ensures that students have the best opportunity to complete training and undergo assessment, as well as apply the areas of competence successfully in the workplace. All CERT Trainers are skilled and experienced in dealing with students that may have language, literacy and numeracy issues and are adapt at tailoring learning to the needs of the student.

Upon successful completion of this course, learners are eligible to enrol in CPCCLRG3002A Licence to perform rigging intermediate level.
